Finalize end of recogbase

Things left to be done:

• release a new recog with recogbase integrated
• update the recogbase website to redirect to the recog website and/or explain that is has been merged into recog
• archive this repository

From the perspective of package update system, you need to do this:

• Stop it from checking updates of recogbase by deleting the line with the URL of its PackageInfo.g at https://github.com/gap-system/gap-distribution/blob/master/DistributionUpdate/PackageUpdate/currentPackageInfoURLList

• Because old versions of the package will still be in the system, in https://github.com/gap-system/gap-distribution/blob/master/DistributionUpdate/PackageUpdate/Makefile put recogbase=no in

pkg-master:
	./mergePackages gpd=no loops=stable recogbase=no

This will ensure that it is not included in the merged packages archive.

If that will not cause any problems, I will move away the repository for recogbase releases (should do that for gpd as well), and then there will be no need to state that in the specification for the pkg-master target.
