Background RAS clean up process

Background

We have set up our own process to automatically remove run records from the RAS that are older than X number of days.

However, this should really be something built into the ecosystem offering of Galasa.

Our implementation runs the following nightly:

1. Calls https://<server>/api/ras/runs?from=0000-01-01T00:00:00.000Z&to=2025-12-08T20:15:05.744Z&sort=from:asc&size=1000000000
2. Runs a DELETE on https://<server>/api/ras/<runID> for every runId returned in Step 1.

It would be good to be able to tag runs that protect them from deletion, for later analysis which might take some time before someone gets around to it etc
