[Documentation] Update design doc of message queue #730
Description
The design doc of the message queue in DPM needs to be updated.
There are two mode for MQ, group-node mode and vpc mode. In each mode, Pulsar Function can be chosen whether to use.
These need a new doc to explain in detail.
