Ignore permison [enhancement]

I've got a diffrent plugin that sets the render distance per world. I'd like only spesfic players to be able to have their render distance match the client. Anyone with the ignore permosion (or a diffrent permison set to false) will be completly ingonred by the plugin (not set to default) this is so a diffrent plugin can control their render distance
