Rule config - PENDING REVIEW rule processors allow config creation

After a user has submitted a rule processor for approval, the user should not be able to still add rule configurations to it.

Current

1. Open Rule Processor Details
2. Create a new rule processor
3. Click Review - ABANDON
4. Open Rule Config

Expected

Pending review states should not have a "CREATE CONFIG" option
This rule must also be enforced in the back-end to prevent injection
