Release release candidate dockerhub images for pre-release testing for both frmscoe and tazama-lf Github accounts

Currently, Dockerhub images are built when we push or merge to the main branch.

We need a way of testing code on the dev branch before a release.

Acceptance Criteria

- Images for different tazama components build and tagged with rc in dockerhub

- Automated process
