There seem to be no reference to the license that romwak is using. Could this be fixed? How was the Delphi original licensed?

Sorry for the late reply on this; I never actually got around to asking Jeff what the license was, sadly. I'm not sure if this actually causes an issue with regards to me being able to properly license the port.

I am not lawyer, but I think a port or rewrite in a different language requires the original source code to allow (at least) modification. Generally (and simplified) you want unlimited rights to use, distribute and modify for a project to be a free software.
