[Feature Request] Remind users when hearing transcripts are available for purchase #98

Describe the issue.

On 1/21/25 a docket entry about a hearing transcript will (generally) say "Release of Transcript Restriction set for 4/21/2025" and at that date the hearing transcript becomes available to purchase on PACER.

A RECAP user may get an alert on 1/21/25 that a hearing was held and that a transcript was made, but at that time, they can't do anything about it. They need to remember to check back in 3 months to be able to purchase that transcript.

We could automate this for users. If we could identify all docket entries that say "Release of Transcript Restriction set for [date]" then our emails about such docket entries could provide a link: "Click here to be reminded when this transcript is available for purchase" although I'd want an option "For cases I follow, always remind me when transcripts are available for purchase"

It might be simpler (but a little clunky) to just internally note all these release dates and if a person is still getting alerts on a case at that time, they get sent that 3-month old docket entry again on the release date, as if it were new. It's not new, but the link to purchase now works, so there has been a change that warrants resending that docket entry.

I really don't care how it's done, I'd just love to buy more transcripts for cases I follow, but I can't set up individual reminders for every hearing transcript in every case. It's too much work to do manually, so screams out for automation.
