The basic steps here are:

1. Eliminate false positives: Add more examples x-ray#113

2. Make an xray API: Add an API for X-Ray courtlistener#7133

3. Start emailing people that make mistakes: Email people about bad redactions they've filed courtlistener#7134

Then we can launch a communications strategy, I think.
