Add translation support

Accessibility is important. I could volunteer for the spanish translation. Does the website supports this right now? If not, what could be done so that it does? Would it be difficult or require a complete overhaul?

I don't know a lot about webdev, I'd like to learn tho. What would one need to learn to accomplish this apart from HTML, CSS, git, etc? Does the website use some kind of framework? I see a makefile, but I don't know what it's use is.
