Require increasing cell execution count

For projects that commit cell outputs, we might want to check the notebook was run top -> bottom. We should include a check to make sure the cell execution counts start at 1 and increase by one each time.

We shouldn't fix this automatically, instead ask the user to re-run the notebook.
