Reconcile current chain metadata truth across config, source-of-truth, public chain metadata, and fallback registries.

Done when

• one canonical current metadata matrix exists in source-of-truth
• enabled chain config matches it exactly
• public route and fallback registry match current metadata truth
• contradictory older metadata sections are explicitly historical/superseded

• Marked older contradictory metadata narratives as historical/superseded so only the current matrices remain normative.
