HTTP Configuration should be extended

Currently the number of retries in the HTTP client also sets the number of tries until a server is inserted into a blacklist. I think the 2 things are not relevant and the configuration should be 2 different parameters:

1. Number of retries
2. Number of no responses (TMHO with default of 100 or so)
