timemap_datasheets ansible script nginx phase is not robust

The nginx configuration stage of the ansible process for deploying datasheets/timemap is sensitive to the state of the existing nginx default file. Sometimes it needs manual reconfiguration after the script has been run. It should be reworked to be robust and idempotent.
