insert nginx lines using comments

#16 shows a much more robust way to insert lines in specific sections of the nginx config. The tasks in nginx.yaml should insert lines for timemap port forwarding in the same way, so that the bug where the ansible scripts sometimes insert configuration lines in the wrong place is fixed.
