Point lexicon consumption at forecast-bio/atdata-lexicon

Summary

The lexicons/ directory in this repo contains a vendored copy of the lexicon definitions. Now that the authoritative lexicons live in forecast-bio/atdata-lexicon, this repo should reference them directly rather than maintaining a separate copy.

Context

• The namespace was renamed to science.alt.dataset.* in Update namespace from ac.foundation.dataset to science.alt.dataset #17 / PR Rename namespace from ac.foundation.dataset to science.alt.dataset #24
• forecast-bio/atdata-lexicon already has v0.2.0b1 with the new namespace
• The record→entry rename was done in atdata-lexicon PR Add skeleton/hydration support for third-party dataset indexes #6

Scope

• Replace vendored lexicons/ with a git submodule, package dependency, or build-time fetch from forecast-bio/atdata-lexicon
• Ensure CI validates against the authoritative lexicon source
• Remove duplicated lexicon files from this repo
• Update any code that reads lexicons from the local lexicons/ path
