Preprocessor: remove the inhibit mode as feature #158

Recommendation
A feature should be additive and not breaking api.
Problem
The inhibit feature, change the internal behavior of the preprocessor that affects the external behavior of the ime.
Expected solution
Be able to enable it through configuration file.
