Password not working on Mac

The attribute password  is not working on macOS:

```ruby
user_account 'bob' do
  password    '$1$tiuw.sv......WrKU37APys00'
  ssh_keys    ['ssh-rsa AAAAB3NzaC1yc2EAAAADAQA...']
end
```
The same recipe works on Debian, password correctly created for Debian 8.8 user.

macOS Sierra 10.12.5
Chef 12.17.44 and 13.0.118
chef-user 0.7.0
