Key Bindings not working

I followed the guide at https://fman.io/docs/custom-shortcuts

Created a new file: ​**Key Bindings.json**
and added new shortcut as 

```

	{ "keys": ["F8"], "command": "create_and_edit_file" },
]

```
reloaded the plugins.  
still, the key F8 bind to move to trash.
