RFC25: need a way to request exclusive allocation of a node #261
Description
Problem: Jobspec V1 only allows the node to reside outside of the slot, and it cannot have the exclusive field. Node-exclusive allocations are a very common allocation request in HPC and should be supported by V1.
Proposed Solution: allow the node resource to have the exclusive tag set to true.
