I don't see the connection between "comments as part of the language" and built-in documentation. Did you mean "comment documentation syntax" or something like that?

I am actually not 100% sure what it refers to. That page has not been updated in a while.

I think the point is that, at least some point, our goal was to support a subset of markdown in comments.

I also think (and we have this today) that we have a goal of separating doc comments from regular comments (like in Rust). A doc comment starts with triple slashes /// and is part of the API documentation.
