ffac-private-wan-dhcp: do not generate default config is package is disabled

If the package is disabled, we should not generate various network, dhcp and firewall settings.
This is currently done in the /lib/gluon/upgrade/... but we should move it to the `update.lua` script.


We should do this soon @mariuswhm  so that we can upstream the package to community-packages.
