Skip merge commits after pull requests

The merge commits provide no additional information and they flood the telegram chat, which de-incentivices pull requests by both making them looking more complicated than needed and, well, flooding the chat, which might have an actual conversation going on

Merge commits that don’t have a related pull request may me showed or skipped. It doesn’t really matter but in any case the telegram notifications don’t need to contain all the commit tree information
