Strings in Resources are ignored

Strings defined in ResourceDictionaries are ignored by the application and therefore not localized.

If you add Localization.Attributes="$Content(Text Readable Modifiable)" (or any other Localization Category other than None) on each item of the Resource Dictionary, it is correctly parsed and localized.
