Differences between Bulk Data and FEC API

I have noticed that some committee to committee transactions show up in the Disbursements endpoint, but not in the Bulk Data. Is this because Bulk Data does not contain committees that have been terminated? 

Example. Contributing committee C00040535 to Recipient Committee C00334060 shows up in API, but not in the Bulk data.
