valid packages rejected with "No content files found in SIP"

All of my DZA benchmark test packages are failing submission with the following error:

E000019GX_N4E8M1: No content files found in SIP
(RuntimeError)

I've looked at the descriptors and have verified checksums, and all looks to be OK (these are packages that had successfully archived in DAITSS 1).

At first I thought that this was because of extra spaces in the FLocat element, but I modified FDA6180801.xml to correct the spacing and re-ran it (cucumber benchmark_DZAs.feauture:24), but got the same error. The descriptor is valid.

most of these errors were shown to be a descriptor error. there is one that is not known if package error or bug
