How can I use Korean keyboard with Dvorak-English layout?

This may be related to these issues.

• fcitx always uses default US layout fcitx#376
• Can't type Korean unless the default keyboard is US(qwerty). #4

I'm using Kubuntu 17.10 and Ubuntu 17.10.
In both, it is impossible to use Korean keyboard while English Dvorak keyboard is set default.

When in Hangul mode, I tried to type ㅁ,ㄴ,ㄹ,ㅇ, but the result is ㅁ,ㅐ,ㄷ,ㅕ.
It means fcitx does not understand the dvorak layout at all.

Is there a workaround or solution for this issue?

It's been 2 years, but no answer.
It does not work on Ubuntu 19.10 as well as 20.04(devel. version).

Any comment?
