I use the fcitx-hangul included in lubuntu 15.10.
Currently, the Caps Lock key is associated with double consonants and double vowels such as "ㅃ, ㅉ, ㄸ, ㄲ, ㅆ, ㅒ, ㅖ."
Though, most Koreans expect to get single consonants and single vowels such as "ㅂ, ㅈ, ㄷ, ㄱ, ㅅ, ㅐ, ㅔ" while the Caps Lock key is on, since most Korean input method including Windows do that way.
I think the association of the Caps Lock key and the double characters should be removed or a method should be implemented to toggle this function.
