Styling problems in scroll bars

There is no attributes in the following attribute list which can change the increment decrements buttons in the scroll bar.

flat-scroll-bar-thumb-top-level: #fd5F00;

flat-scroll-bar-increment-length: 7;
adapter-demeanor: expand-on-mouse-over; /* fixed-width */

Its the grey buttons which the color cannot be changed.
