Deployment Scripts/Strategy

# Description

The deployment scripts and strategy need to be finalized and implemented in the backed in order for the react application to be fully functional with the website.

These deployment scripts might pull from this repository, then build the application, and then hook the built JavaScript file into the static page editing form page on the Rails codebase.
