Fix email sending with SES

Looks like emails aren't getting sent currently, so we need to add SES with https://github.com/humanmade/aws-ses-wp-mail/ and provision necessary resources.

I was thinking of closing this, but I attempted to add some people to the site tonight, and at least one did not receive the email from the site to confirm their account. I know that some email is going out, but perhaps not everything.
