Bot/Hook to automatically verify PRs

Creating this issue to track the idea... might have a look at it myself!

The idea is to automatically run python -f validate.py on every Pull Request commit to avoid wrong formats which breaks the repo/website.

@fafranco82 looking at the alternatives, seems like CircleCI can do the job!

The idea is to configure CircleCI on the repo and trigger the build including tests on every commit (either PR or merge). There is a really simple tutorial here (since you own the repo, you have to do it): https://circleci.com/blog/simplifying-your-ci-cd-build-pipeline-to-gke-with-circleci-orbs/

@fafranco82 seems like GitHub released a new Action/CI/CD stuff which can pretty much do the same as CircleCI.
If you are a beta user, you should already have this feature... otherwise it will be available on November!
