[BUG] Podman not using overlay

When I run setup.sh I get an error that podman is not using overlay and instructions to create ~/.config/containers/storage.conf
I created this file and then ran podman system migrate as instructed but I get an error that the user selected graph driver "overlay" is overwritten by the graph drivers "vfs"
I'm not sure what to do now.

1. Stop Podman services and processes

2. Back up the libpod DB

cp -a ~/.local/share/containers/storage/libpod ~/.local/share/containers/storage/libpod.bak

3. Confirm storage driver is set to overlay
