Unable to mark nested scenarios as pending? #61

As a workaround to (https://code.google.com/p/xspec/issues/detail?id=59) I
wanted to create some tests but mark them as pending. However, it seems that
when you mark a scenario that's nested within a non-pending parent as pending,
it still gets run (both when you use the attribute or the element). Is this
intended?
