Moving ignore button in topics

Thinking this might be better off in the post tools dropdown, what you think?

We would prefer it inside a "user dropdown" that would contain all possible user interactions. For example start a chat with, follow, ignore/unignore, go to profile, etc.

Because this dropdown doesn't exists in persona theme, and our custom theme is persona based, the ignore/unignore control was located the nearest to the username.

I personally think that locating the icon on post tool dropdown would be a little confusing since it isnt a post tool itself but a user tool.

Even thought we could have a config option on the plugin, that let the admin choose the div actin as an anchor where the control should be placed (now we support the location based on 2-3 supported themes only), and another option to choose if the control should be placed by the specified anchor or in the post tools.

The ideal scenario for us would be having the user dropdown available on themes.
