Tags won't save with TYPO3 version 12

When trying to save a tag in the backend, due to the TCA option allowLanguageSynchronization DataHandler tries to save data into l10n_state, which is not present and results in an exception.

I've tried to reproduce this error in TYPO3 12.4.40 and sessionplaner 5.2.1 without success. As it stands the tag table has no translation configured. Do I miss something here?
