[FEATURE] feature: email verification for admin accounts

Problem Statement

New admins should get an email first to verify their email ids, before creating new admin accounts just right away

Proposed Solution

1. After creating the admin account by any super_admin or someone who have proper permissions the targetted admin should get an email
2. If he/she accepts then the account will be activated
