Support Tags on cached items

It's a common pattern to assign tags to items in the cache, and then allow for querying of items that contain some set of tags, as well as invalidation of items based on tags.

I think it would fantastic if expeditious grew to learn about tags.

Some prior art here are packages like node-stow.

@baronfel that's an idea I toyed with originally but deferred. I think it'd be awesome to have. Have you done any work in a PR for something like this that could be shared?

Also. Wow node-stow and this module are suuuper similar, I should have tried harder to find something like that in the first place 😂
