This is the first cloud agent test for the automated sprint execution system.

ACA-03-001: Load all 12 rules from ALL_RULES and run each in sequence

• pytest exits 0
• Evidence receipt created (.eva/evidence/ACA-03-001-receipt.json)
• ADO sync logs (state transitions: New -> Active -> Done)
• Data model updated (story status = done)
