snmpfwd-server.py runs on port 161?

does snmpfwd server works on port 161? I'm trying to create a systemctl service to run 0.0.0.0:161 and it's not working:

snmpfwd-server.service: Main process exited, code=exited, status=1/FAILURE
snmpfwd-server.service: Unit entered failed state.
snmpfwd-server.service: Failed with result 'exit-code'.
snmpfwd-server.service: Service hold-off time over, scheduling restart
