Batch submitter PR merge caused tests to fail

Describe the bug
#106 caused CI to fail because the new batch submitter image was not published before the optimism-integration repo was changed.

To Reproduce
Steps to reproduce the behavior:

1. Create a breaking change in a submodule
2. Push that submodule to optimism integration
3. Forget to push the change to the repo you changed (repo is on an outdated master branch)
4. Observe CI for all of our repos fail

Expected behavior
After pushing to optimism-integration it should push to master all of the submodules that were merged.
