Two-char limit on Country breaks support for some Locales such as Latin American Spanish (es-419)

This tool only allows two characters in the Country field. That assumption is not always valid. The issue appears in multiple ways:

• When creating a new properties file and entering Lang/Country, only two characters are allowed in the Country field, preventing correct entry of es-419.
• If you select Spanish (Latin America) from the droplist, the fields are filled as es-41. Presumably it attempts to use 419, but the 9 is lost due to the field length limit.
• If you manually create a file like bundle_es_419.properties, the editor will not recognize and load that file along with the other languages.
