Unable to start Python environmen with "cmd_windows.bat"

While trying to start Python environmen with "cmd_windows.bat" I get the message "cmd_windows.bat' is not recognized as an internal or external command, operable program or batch file."

And when I try to "Apply/Re-Apply the requirements for Text-generation-webui.", I get the following message

Any luck with cleaning out your python cache, then installing the requirements in a env environment? Sometimes i would just copy and paste python errors in co-piliot or gpts chat and make them fix it for me..
