hardening build failures

With epics-dev >= 3.15.3-2 the hardening build flags are enabled by default to all dependent modules. This causes failures with EDM due to insecure fprintf(). For the time being I've disabled use of hardening flags with 5094db8 as edm 1.12.98-5.
