Move from travis-ci.org to GHA and Appveyor

As long as this module is a submodule of Base, it gets rebuilt all the time.
Once it is moved out, it would need to be rebuilt whenever Base changes, which won't happen without additional gymnastics.

Sounds like pretty limited return on investment...

Do we currently build the latest commit for all the submodules (i.e. run git submodule foreach git pull or equivalent in the CI job), or just the last version that was added and committed? The latter doesn't happen that frequently, which I thought is why we set up the other jobs.

You're right, but with the last commit 4 years ago ... we didn't miss that much.
We would have had a lot more GHA configuration changes than code commits.

I think the only code changes in those commits-since-tag numbers (3, 7, 8, 11, 2, 2) were the recent pvDatabase update to add Sinisa's PR. Everything else above is CI updates or white-space, and most of the original tagged versions no longer build on GHA (I just synced my forks of those master branches and they're all failing).

I am re-using the old tags for the 7.0.9 release, except for pvDatabase. We exclude all the CI files from the tarball anyway.
