Remove ACTIONS_ALLOW_UNSECURE_COMMANDS from github actions

We added ACTIONS_ALLOW_UNSECURE_COMMANDS here, here, here and here to let CI pass. github actions do not allow env variables anymore. We should remove them when possible.
