EnvoyExtensionPolicy doesn't support observability mode #8289

Description:
Currently when using the k8s crd EnvoyExtensionPolicy it's currently not possible to configure the ext_proc extension with the option of observability_mode.
It would be useful to be able to assign this option in the CRD so that you can globally configure this option and ensure that other users of the extension don't misconfigure and cause requests to become blocking on the ext_proc
