Test / Update as needed for Python 3.8

We need to test all ETS packages against Python 3.8 and record any potentially test failures or deprecations that we come across. The failures/deprecations will need to be addressed to ensure that ETS and projects built on top of ETS work without any hiccups on Python 3.8.
