[TBC Anniversary] Some options are not saving, even with a reload UI

As the title says. For whatever reason some options don't save. The biggest one is Layout > Unit Frames > Target. If you shut off target, every time you reload your UI or log off, log back on, it turns back on. I have to turn it off constantly.

Some times too the cell windows will vanish randomly, and then when someone leaves the party, they load back in. Not sure what is causing all of this. I'm not even getting errors in my buggrabber to show you.
