Rules to decide about changing

One main decision combines the tension metric and the chi^2:

• chi^2 values are good for both experiments + no tension = don't change anything
• chi^2 values are good for both experiments + tension = change cosmology
• chi^2 value is good for only one experiment + tension = the person with lowest chi^2 changes

I think this is basically how DefaultConsensus works, with an added "chi^2 values are bad + no tension" rule
